We work to influence legislation and policy to ensure the enactment and enforcement of safe plumbing codes and rules. We provide educational courses and resources for licensed plumbers, such as license renewal and operator qualification, as well as hold seminars for the general public. Our Quarterly Newsletter provides important updates and information for the NYC plumbing and real estate industries.
Services
The Plumbing Foundation City of New York strives to provide education to the plumbing and real estate industries, as well as the general public, on important health and safety matters.
For NYC Licensed Master Plumbers and Master Fire Suppression Contractors, we partner with the Construction Trades License Training Corporation and SUNY Empire State College to offer license renewal courses.

We also are the operator of the NYC Gas Operator Qualification Program for NYC Licensed Master Plumbers and their technicians seeking operator qualification.
For licensed plumbers and their technicians seeking operator qualification in Covered Tasks 86 and 87.

For operator qualification in any tasks outside of CT86/87 you must email directly opqual@coned.com.
The Plumbing Foundation does not administer tasks other than 86 and 87 at this time.
The Utility companies (Con Edison & National Grid), by virtue of the U.S. Department of Transportation ("USDOT") and the New York State Public Service Commission ("PSC"), will be requiring licensed master plumbers ("LMPs") and LMPs' employees to be operator qualified in Covered Task 86 (Inspections) and/or Covered Task 87 (Maintenance/Repairs) to do such inspections and/or maintenance on USDOT jurisdictional gas piping.
The LMP Firm must fill out the application, please use the attached checklist to ensure you fill out all required paperwork.
We will not accept incomplete applications.
In your email or fax, please indicate whether you are a union (Plumbers Union Local #1) firm or a non-union firm.
This matters for where we send you for training.
NOTE: Persons employed by a signatory firm with Local #1 and even those licensees that are Plumbers Local #1 signatory contractors are not necessarily eligible for training at Local 1 Trade Education Facility.
UPDATE: Please be advised that the Plumbing Foundation will no longer be accepting credit card payments via Paypal as we have transitioned our billing system.
Only New York City licensed master plumbers (LMPs) and those working under NYC LMPs holding Operator Qualification in CT87 (i.e. they are in the Plumbing Foundation's GOQ membership program and have obtained the e-Wallet Photo ID Card) will be accepted by the Utility Companies for certain construction and maintenance functions (Task Sheets Updated and Effective 03/31/2021).
The horrific condo collapse in Surfside, Florida, leading to 98 deaths, should make us pause and reflect on the safety of our buildings and infrastructure.
This tragedy sparked responses by policymakers urging more regulation by way of stricter building codes and stronger oversight including more frequent inspections.
Buildings and infrastructure have failed many times over the last 15 years around the country.
But let's hope that Surfside was an anomaly and not the beginning of a disturbing and regular trend.
